Sir. Joseph D. Snell is a retired Army Veteran, Widow as well as Executive Director of The Queen Has Spoken Entertainment Agency. Joseph founded the Mr. Black El Paso pageant in 2024 as well as reinstated the Ms. Black El Paso Pageant in 2025. Joseph owns a cleaning business by the name of Sun City Cleaning Services and enjoys volunteering, designing and working with and for his community to make it a better place. Joseph Currently serves as the Historian of The El Paso Black Arts Association Incorporated.
